The U.S. National Intelligence Council has published its latest framework for thinking about possible futures, saying that 'the world of 2030 will be radically transformed from our world today'. Themes include individual empowerment, diffusion of power, demographic patterns, issues of food, water, and energy, disruptive technologies, and the interplay of technology and economic growth.

Andrew Perry • I couldn't agree more and it is wonderful to see the Menzies Research Centre could be looking at these issues under your leadership! There is no question that technologies which harness the power of networks to empower individual users can have an extraordinary impact... here we all are on Linkedin after all!

In addition to the work I do with the Liberal and National Parties, community organisations and social enterprises, I have founded an Open Government, technology focused non-profit that is in final pre-release of a platform for empowering individuals to "Fix My Street" by reporting potholes, illegal dumping, graffiti and the like through your smartphone or an easy to use website, just by marking the place on a map and submitting an optional photo.

You can ask the site to "locate me automatically" to help make this all happen really easily, and when you confirm your location it will tell you which local council you are in and automatically send them the issue you submit. They can then come back and update the status of the issue, as can other community members.

I'd welcome feedback on the NSW version that we are working to launch before Christmas at http://nsw.fixmystreet.org.au. We can (and hope to) have it up and running in other States and Territories early in the new year. If you know a local council or State government department who would like to investigate how individual empowerment through disruptive technologies actually works to make government more efficient and responsive, and even empower people to fix problems like illegal dumping within the community without relying on government to do it, then we'd love to talk to them!

David Ball • The power to obfuscate is still strong. A mind doesn't have to be brilliant to be brazen. Andrew's Fix my street concept is really useful. Now consider how a council might abuse it. A mid level bureaucrat suggests a reward for reporting useful tasks. Then starts reporting a substantial number of tasks that don't need to be done .. but claims they had been fixed. He then bills council for work not done and gets the reward too. Welcome to ALP government where we have nicely described a certain PM's experience with the AWU. Note, this isn't a fault in Fix My Street .. I'm sure it happens anyway and is why Government needs to be transparent .. so process can be overseen.

Andrew Perry • Thanks David. The FixMyStreet platform provides the transparency that does help identify abuse, and as you say this kind of conduct could happen now using less transparent internal job allocation systems.

Don Markwell • FixMyStreet, which Andrew has highlighted, is an excellent example of how newest technologies can help improve government processes, including empowering citizens. Another area is the use of 'big data'/'open data' analytics to improve, e.g., health care provision. I will post one or two things about this, in case it's of interest.

David Ball • Good article, Andrew .. here is my take. Privacy is overrated and only protects criminals was how I felt as a young bank employee. I always had assumed if one did the right thing and with good intent then any mess ups would be easy to address. Then one day an auditor asked me about a signature on a piece of paper .. it was a trivial matter, but it began to dawn on me that oversight and good governance weren't merely nuisances preventing me from handing out cash quickly, but protections which allowed me a defence should some corrupt individual try to pull a swift one. I was born in the US and so don't have the fears of those raised under communism of how information can be abused by government. I want government to know about me. I went to high school here and have worked my entire adult life here. I was bullied at work and so resigned to speak out about what had happened. I went to Centerlink and found I couldn't identify myself (then aged 40) or show I was a citizen .. a personal over site, I had declared it within the law a decade earlier but the evidence was destroyed by Bob Carr legislation .. and found I couldn't speak out for months as I might have been deported ..
