Vicente Fox and the Killing of Maya for beachside property?

It was a line given me on a FB post. The post was on the tragedy of Indonesian rape and murder of Papa New Guinea.

MC wrote "So sad. It was the same in 2000 with the Mayans. Vicente Fox killed thousands for their properties, the beautiful beaches of Mexico. The ones who accepted his deal $200 a months were moved to the inside of the jungle of Quintana Roo. The others were killed in silence."

Because of my work discussing things with others, over years, I'm alert to hyperbole and misplaced truths. Why would Fox be responsible for such a crime against humanity? What is the background to the assertion? Is it only Fox? So I asked.

Why would Fox be to blame for this issue? Fox ran an administration in Mexico which was the first to not be revolutionary since 1911. For most of the time of the allegation, Fox had no authority. What is giving the meme currency? Is there truth to it?
