People know about the health reform, but they don't sign up because it isn't for them. It is supposed to cover those who fall through the cracks .. those who are poor but denied for some reason relating to wealth they can't use, or those who are incapacitated but not otherwise supported .. that 8k have signed up shows that there are fervent supporters, but not people in need of the reform.
